For conventional trains You'll have conventional control on the two variable channels of the TIU.  For control of TMCC or legacy engines, the DCS system can be set up to operate those engines with most of the features working through the DCS remote, BUT you still need to have a TMCC or Legacy base unit installed which is then connected to the TIU with a 'special' serial cable that allows the TIU to talk to the TMCC/Legacy system.  In essence the TIU can tell TMCC what to do, but you need a functioning TMCC system.  

You can find a diagram of the configuration on page 100 of the current DCS manual and an explanation of how to operate TMCC engines from the remote begins on page 109.

Likley the easiest way to do this is get a Lionel Cab1-L set, which will include the handheld and the base. Then you need the MTH cable 50-1032, which connects the base to the TIU.

You will then be able to run your Legacy trains with the DCS handheld using all normal TMCC functions, but not the advanced Legacy functions. To use all Legacy functions you will need to get the full Lionel Legacy set #990.

Worth noting that even with the full #990 set, you do not have access to the advanced legacy functions from the DCS remote, only from the Legacy remote.  The DCS remote only supports original TMCC functions as of this time.
