I was a geography major in college (long before Google and Bing). I love looking at railroad stuff. I even use those aerial images to help with track planning on my layout.
Yep...those F's are "at home" when they are in Altoona.

that's what grabbed my attention. There is an interesting arrangement of the turn table at the end of the yard. Then, counting the tracks leading into the building makes you realize how large that building is. Next to, it appears to be a transfer type table coming off of the turntable that appears to be over a pit.
So, what is this place?
That is the NS locomotive shop in Altoona, PA.
When we ran NKP 765 out of there, we took water just west of the place where those F's are spotted.
Just the shop could be a layout. Move engines around for hours.

Good eye! I find that more interesting than those F's. Never seen anything like it. If you look long enough, there's a prototype for everything. That thing next to the turntable looks more like a coal bunker, but that doesn't really make much sense.
I rotated the image, and caught glare off water in those pits. Best guess: waste water treatment.
All those PRR steamers that rolled out of there.....
It really hasn't changed a whole lot since 1931 according to this wiki-map of the Altoona car shops/ Juniata works.
Union Tank Car has a shop in the old passenger car shop; the building in the far left of the Wiki map. And the transfer table is still in operation.

One would think that ANYTHING that was still blue at the NS Altoona Locomotive Works, would be former Conrail units, either waiting to be remanufactured or dismantled for parts/scrap.
