I have a NJT GP-38 locomotive (1997) with the old school boring blaring horn. Is there a kit I can purchase and install to get a better sounding horn and also a bell?

Well, there's always the Williams True-Blast II horn/bell, but I don't know as that is what you have in mind. Another option is to buy the ERR RailSounds Commander, that will give you prime mover sounds as well as the horn and bell.

I'm not sure what you mean by "standard fit", it's an add-on product, so it wouldn't be found in an factory produced unit.
As long as you have the space for the RailSounds Commander, it should work in that environment. Basically, it requires a 2" x 1" x 1" space for the board set, and a place for the speaker to be mounted.
What's the product number of the GP-38?
I was just trying to figure out what kind of room you have inside. Maybe a shot of the chassis with the shell off would help.
