I would say about 50% of the time when I walk into my train room, the CAB 2 in the Legacy base has both red lights flashing simultaneously (slowly). The CAB 2 has Lionel batteries in it. When the Cab 2 is removed from the base and turned on, they seem to be fully charged.  If I return the CAB 2 to the base, the lights return to alternating flashing. Sometimes they are both green. I have two Cab 2s and another charging base. If I switch the CAB-2’s the same happens with the other CAB 2 and the other base never exhibits the problem.  

 

Does anyone know what causes both Red lights to flash slowly?  I did not see that condition described in the manual.

Yep, I have the #990 and #993.  The #993 expansion charger works well, but the #990 command base gets the stuff too hot for my liking, so that charger is off with tape on the contacts.  I just alternate the CAB2 units in the #993 charger, works fine.

 

Note that that is after sending both to Lionel for charging updates.

 

Mine has the update as well. So is it Heat that causes the problem? Does anyone know what the actual fault is, i.e. what the unit is sensing that is wrong? 

Page 80 says that slow alternating red lights indicate the charger is in a preconditioning state and it will transition to the fast charge when the battery voltage reaches 3 volts. When both are solid green the charge is complete and if they are slow alternating green they are in the top off state and can stay there for 60 minutes. One of my remotes had a bad set off batteries that wouldn't charge in the remote or my own charger. So I'm not to impressed with the batteries and I have replaced them with my own and I charge them in my own charger.

On mine both red lights flash simultaneously (slowly). I wonder if its overcharging and it does that when the voltage goes too high.....

Mine does that too. After a few minutes of normal charging, both red lights start flashing together. According to my manual, this does indicate an over-charge situation. When I first received my Legacy unit, this didn't happen, but it would often go into the over temperature fault mode instead. As many others have done, I switched off the built-in charger and I charge my batteries with a good quality external charger. I rotate through a series of 3 sets of batteries, (1 in use, 1 ready to use, and one on charge.) When I get around to buying a spare Legacy set, I'll send this one in for repair. But as it stands, I'd rather suffer a little inconvenience than to be without my Legacy system for several weeks. (Due to postal transit times to/from Europe.)
