I found a 1980's Lionel "Cannonball Express" DC powered set a couple weeks ago for the price of $15.00 at a show. It runs perfectly, but the previous owner must not have liked the chugging sound from the tender, as the gripping (traction?) tire for the wheel is missing.
What can I use as a grip for that wheel? I've tried masking tape in that width which works OK, but doesn't quite grip as much.
Any thoughts?

Try a wide rubber band.
The "tire" for your wheel is part number 690-8302-T06 (8302-T06). Should be available from your Lionel parts dealer.
I made one from bicycle inner tube. It took some trial and error to make it come out to the exact correct width when it is stretched tight over the drum. The exact width isn't too critical except for O27 curves.
I used rubber tape on my mopar express engine chugging wheel just cut it down to width then and length works real well
