I KNOW this MUST have been answered a thousand times, but I just want to verify this.

I CAN control Legacy engines with JUST an older TMCC system, with the CAB1 remote, Correct?

And, more recently, is it true that the new BASE 3 is compatible with CAB1 remotes, in addition to the CAB2?

You can control Legacy engines with the original TMCC system.  You won't have access to some of the advanced features like quilling whistle, variable labor using the train brake, etc.

The old CAB1 is NOT directly compatible with the upcoming BASE3.  However, you can cable the old BASE1 to the BASE3 using a serial cable and use it to indirectly operate trains through the BASE3 using the CAB1 remote, similar to how it's currently used with the Legacy Command Base.  The blue CAB1L and the Legacy CAB2 will communicate directly with the BASE3.

Yes you can control them but will be operating them in TMCC mode and will not have access to all the Legacy features such as 200 speed steps, quilling whistle/horn, etc.

Yes and no.  To use a Cab1 you will need a SER2 with a TMCC base connected to it via the serial port.  Dave Olson has done this and will provide further details.  You will NOT hook up the TMCC base to the track though.  This setup will allow the TMCC Cab1 to communicate to the Base3.

Okay I think that clarifies it. Call me crazy, but one of the reasons I was interested in tracking down an old TMCC system is to save some wear and tear on my newly acquired Cab2 remote, part of the 990 Legacy System. I don't even want to think about the day the precious Cab2  fails, or gets damaged. Is Lionel even servicing these remotes anymore?

Also, like most everyone, I'm not too enthusiastic about being forced to use an APP with the new Base 3 if I no longer have the Cab2.

  I understand that some of the Legacy features will be limited. Does this make sense?
