what kind of engine are you trying to run?

 

do you have a TPC? if so follow this from the TPC manual page 13;

Setting the TPC to operate in the conventional environment

Before you use the TPC unit in the conventional (non-Command) environment, you must

set the TPC unit to conventional mode.

1. Press TR or ENG on the CAB-1 Remote Controller.

 

2. Enter the ID# of the TPC unit into the numeric keypad on the CAB-1 Remote Controller.

 

3. Press the M button on the bottom of the CAB-1 Remote Controller.

The TRACK L.E.D. will turn OFF to indicate that the TPC is in conventional mode

without power.

 

4. Press the SET button on the CAB-1 Remote Controller.

The COMM L.E.D. will long blink to indicate that the TPC has been set.

The TPC will remain in conventional mode, even after the power is turned off.

The TPC will turn OFF when changing modes.

 

 

however if you are trying to run a Lionel TMCC/Legacy engine in conventional with the Legacy hooked up it will not respond.

 

I have the TPC 400 and I run Legacy Engine. Time to Time i want to run Conventional Engine do i press L then set to turn back to
TMCC/Legacy engine mode to run my Legacy engine

as long as the legacy system is hooked up to your layout you can not run any legacy engines in conventional mode. this is because the legacy engines are always looking for the command signal. 

 

once you disconnect the legacy system you can no longer run your engines with the cab2.

 

another way to say this is you can not run your legacy engines in conventional with the cab2.
