My CW-80 transformer causes my 6466W tenders to blow constantly whenever power is applied. Why?

Does that mean you've disconnected the CW-80 from the layout and connected a different transformer to the layout and the tender does not "blow" with a different transformer ?
Different transformers can produce different signal "waves" - chopped versus smooth, for instance - which may affect performance.
Yes, Used different transformer without a problem. Its just something about this CW-80, its as though the whistle button is stuck. Thanks for the response but as too signal waves ??????

Completely possible. I've had to disassemble them and file the whistle button, this was on early production units.
Try powering the track with the accessory posts and see if you have the same symptom.
Okay...step one is to test your situation scientifically.
Do you have a multi-meter?
Disconnect the transformer from the track and put the meter leads on its track output. Set the meter for DC volts, at a range of 0 to 50 or a similar range.
What reading do you get?
CW-80? Two words.....

Do you get the same result powering the track with the accessory posts?
