can i use the variable channel set it to fixed so i can set up another block on the layout with out taking power from the fixed channels some people say no others say yes any advice would be great thank you .happy holidays

Yes, you can.
However, remember that the TIU needs power for itself and it can only get power from either Fixed #1 Input or from the Aux.Power port. So, if you don't have a separate power source plugged into the Aux. Power port, be sure to have power going into Fixed #1 Input at all times.
