Is it safe to assume that the newest DCS system with the USB port would be a Rev L?

Yes, that's correct.

How can one tell (the product numbers are the same) that the one you choose is the newest version without actually taking it out of the box. ?

AFAIK, one cannot determine if the TIU is a Rev. L without actually removing it from its box and inspecting it.

Personally I think it would be wise of both MTH and Lionel to have their command equipment tagged to REV and software versions on the outside of the box when manufactured.  A simple sticker would suffice.  This would prevent someone getting something with old software and or an older REV without taking it out of the box and turning it on.

That's incorrect.

Software/firmware upgrades are available for the TIU, DCS Remote, WIU, and the DCS App.

then all the remotes are the same and any can be paired with the REV L as long as the versions match?

Not exactly.

Any TIU, DCS Remote and WIU will work with any hardware version of the other devices. It's the software versions that should always be maintained at the same version of DCS in the TIU and DCS Remote.
