The system I have came with a DT402 throttle. When the loco is on the programming track, You select which CV you want to read with the left knbb, then push the button labeled "DspLY" or somesuch and it is supposed to read the CV value and display it on the throttle screen Sometimes it works and sometimes it does not. I think if the contracts are weak wheels to track, or the decoder draws too much current for the programming track, it fails to read.
Another option is to obtain an interface such as a Sprog, load DecoderPro on your PC and use that with a programming track. It has more power than the programming track outputs on the system.
Finally when you program a CV, you see/hear the motor cog and the loco jerk just a bit, and the display will read "Good" if the write was good, so y ou don't need to read it back.
