I've been over this whistle several times. The relay works and the whistle motor works However when everything is mounted and wired to the chassis it won't work When I connect a power lead to a pickup roller and the ground to the relay ground tab it works when I put it on the track it won't work. I'm stumped

I see the frame has been repainted. The paint is insulating the screws. Remove the screws and clean around the screw holes. Also clean the paint where the trucks ride on the frame.
I see another problem. You are using MPC trucks where the axles ride in plastic bearings. The wheels are insulated from the truck frame.
A brass axle wiper or two wired to the whistle ground would complete the circuit.
