In the past I have recommended Draftsight 2D by SolidWorks, free version as a way to draw a layout, based upon its similarity to AutoCAD 2D. The owners have decided to switch directions and charge $100 for the base starting 2020. Worse, at the end of 2019, all free versions will stop working. I just don't do enough drawing to justify the $100. I also question what else are they going to pull.
I am researching LibreCAD, free and open source. So far I cannot get it to import the .DWG or .DXF correctly from Draftsight. I may just redraw the thing. I like to be able to draw in all the obstacles in my way and see how it fits.
I have also tried FreeCAD, another free and open source program. I wish these people the best of luck, have donated money, but they are oriented on making 3D objects for printing, and others like Architecture. The 2D package just isn't ready.
I tried Blender, a 3D Renderer, its pretty loose with dimensioning. Have yet to try SketchUp.
