Do you think MTH, Lionel, or any other O Scale manufacturer plans on making an EMD SD70ACS? It's my favorite locomotive and no model railroading companies (even HO!) have made one, as far as I know. I really like the sand filters by the dynamic brake housing and at the rear radiators. For those who don't know what it looks like, I attached one.

Unfortunately, no, I do not think any O scale, or for that matter, HO scale manufacturer would manufacture a SD70ACs locomotive.  There are only three customers that roster that model, Saudi Arabia Rail (SAR), Etihad Rail (ER), and SNIM (Mauritania).  Not much market for those railroads.   IF you and others have deep pockets, you could find a brass manufacturer to make these, or tag on to a company that is already producing a SD70ACe model, which I don't think anybody is doing anymore in O scale.  The last manufacturer was Overland, and I don't think he is planning on doing another run.  There may be a slight chance that he would do a short run (25 models?) with the SAR specific details.  Price tag, probably US$2,500.00 and up.    

About the best that you could hope for is for somebody to do resin or 3D printed details for the front and rear pulse filter units, and for the sand plows (there is a fixed, and moveable) that you could add to an existing SD70ACe model.   For paint, you would be on your own.
