F3/F7 Legacy 'Scale' Shell Removal

Another noisy smoke fan motor. Must be simple but after 12 most likely screws I can't get shell off. Must be easy but not. LOL

What am I missing. Tried prying sides away but got to point of something may crack so I defer to those more knowledgeable.

I tried that. They don't go to anything but attach steps to pan. There visible through hatch.
