Fastrack 1 3/8" has a black wire underneath, also the center rail is divided. There is a reason but I don't know what it is. My use for the section was to fill a small gap.

You can remove the wire of you want to isolate a block of tracks.
I have also used these on sidings. A slick way to do this is to get a small toggle switch and drill a hole to mount it in the "ballast. Cut the jumper in two and connect the ends to the switch. No fuss, no muss power isolation for your siding.

Yeah I have four that I will be putting in my switch yard for just that reason. Park a passenger train on it and turn off the lights!

I made a small addition to the one that Keith posted, I added a small 2mm LED that lights when the siding is powered.
