Fixed #1 is working as expected, but #2 has power but does not communicate with controller. Engine starts up, makes sounds, does not respond to controller, and will not move. 

I opened the TIU and the fuses look good as I expected since there is power. Is there setup I have to do to get #2 working properly?

Yes, there is.

 

You must ensure that the TIU itself is getting power by either:

  • Putting power into Fixed #12 while using Fixed #2
  • Putting power into the TIU's Aux. Power port.

I have the book.Where are the setup instructions? I didn't have to do anything for Fixed #1.

There are no "setup instructions". TIU Fixed Channel #1 will always have a DCS signal as long as the TIU has power, which it's currently getting whenever Fixed Channel #1 IN has power. All other channels need for the TIU itself to be getting power.

 

For the time being, just turn on power to both Fixed #1 and #2 in order to operate DCS on Fixed Channel #2.

 

Then, look at pages 92-93 under Part V - Advanced Features and Functions, 1. External TIU Power regarding methods for providing power for the TIU itself.
