Any suggestion as to who might re-paint an MTH tender and letter it for another Railroad?

I am doing one now. On a metal MTH tender, you can remove the lettering using lacquer thinner and Q-tips. It will not bother the black paint.
Once the lettering is off, use a cloth dampened with isopropyl alcohol and gently wipe away any left over film.
When dry, buff the area of the new decal with light rubbing compound to shine it up. Clean that off and you are ready for decals…

You might want to put some more info in your profile so "custom painters" can contact you. You also might indicate which prototype railroad you want your tender painted for and the particular "scheme" (if one exists) that you would like to see. Tom's suggestion, above, works if you are only looking to re-letter (or re-decal) an already black tender.

I had a black plastic tender I wanted to remove the road name from. I used some 91% isopropyl alcohol on some 400 grit sandpaper. It worked well and quickly. Cover nearby rivets with tape if they are at risk.
