helicopter on First Responders set

Helicopter on the flat car of the First Responder set: no manual in package (that Lionel states should be there) and I can't get it running.

Fresh batteries in controller, two front lights come on, bright LED down in well comes on, but that's all.

No response by helicopter.

Any suggestions?

Make sure to power on the remote control first then the heli, if that doesn't work you may need to rebind it to the remote.
