I would think wipe with warm water on a rag.
Although Mod Podge is a water-based sealant, glue, and finish, it is pretty much water-proof when dry. You'll probably have to scrape it off.
On the other hand, Elmer's white Glue-All is water-based AND water-soluble when dry. It's a better choice if down the road you wish to remove it.

Although "Modge Podge" is thinned with warm water, it can be softened with cheap 70% alcohol. The Michaels product "Modge Podge" is actually Matte Medium, and thus alcohol will soften/remove it. Our whole layout has the ballast/scenery glued with Matte Medium.
