the photo's aspect ratio is squeezed on my computer so it is a bit hard to identify but this looks to be a ATSF Pacific # 3423 - the one in Temple TX?
I've seen this in HO but never in O (but that certainly does not mean someone did not make it), but since ATSF is sort of my favorite RR, I have thought of bashing/making a scale myself.
This reminds me of the Northern Pacific light Pacifics made in the early 1910's. really neat looking engines and seems a ton of them were made before the mallets, and 4-8-4's came on scene.

That's easy, its a 4-6-2 Pacific. its one of the surviving steam engines that located in Texas.
