I recently bought some K-line ttax cars and here is a picture of the typical  truck assembly.  Although I have all the parts needed,  the screw holding the trucks together with the two cars is obviously a deal breaker.  It seemed like it should be a commercial part if I wanted a spare since I take these apart for storage when not on the track.

When I started looking for something like this, everything that comes up in searches involves the stand off parts for printed circuit boards.  Does anyone know the official name for this "shoulder screw" or whatever it is? Thanks for ideas.

You have identified it correctly as a shoulder screw. What you need to do is determine the thread size (probably metric) , the diameter of the shoulder (again probably metric), and the length from bottom of head to end of shoulder. If you can only measure imperial (US STD), divide measurements by .03934 to determine millimeters. Both Lowe’s and Home Depot have thread size tools you can use for free in metric & US STD. Once you have this info finding a replacement should be easy.
