Legacy CAB 2 handset

I have a brand new, just opened, Legacy system. The CAB 2 number key pad is not working on #1 through #6. However, #7 trough #0 works. Plus it's stuck in the CAB 1 mode and will not switch to CAB 2 mode when selected in the menu. Is this thing FUBAR and needs to be sent back to Lionel or is there a fix?

If you get no reaction from the keypad keys, I'd say it's broke. I can't imagine that's anything that is "normal".

One thing to try, though I don't think it'll help, is the recessed reset switch on the back of the CAB2.
