Can a lower version Cab2 talk to a higher version base? I.e. say 1.3v talk to a 1.52v base. This question is based on a club atmosphere where people may have differant versions of Legacy.

It should talk, but I'd recommend you simply upgrade everyone to the latest version. There's no reason I know of not to upgrade your Legacy to 1.52

I take a pair of 1.52 chips to the club meetings, and I have anyone that would like the upgrade bring their base and any remotes. It only takes a couple minutes to upgrade them, and then there's no issues with versions, and they have the latest features.
Not necessarily. I would try to get everyone up to at least V1.4. There was some incompatibility and I'm not sure whether it ended with 1.2 or 1.3 talking to higher version base versions.
1.2 had a problem, I think that 1.3 worked with the later releases. I know that the old 1.0 wouldn't talk to the new ones at all.
I'm a fan of just updating to the current version at this point, there's no reported major issues with 1.52.
Each time an update is issued by Lionel I up grade the base at the club and I leave the current module (currently 1.52) for the hand held unit, in an envelope at the club for anyone to use to up grade their hand held to the current version. some have upgraded some have not. there has not been any issue for the ones that have not upgraded.
I have both the base and cab updates available, that way folks can bring in their base and update everything. People have also been known to borrow the modules for updates at home.
Again, it depends on how far back. Looking back at some info, 1.3 and above should be ok.
