You need a cab2 and base (Legacy 990) or a cab1l and base plus a transformer or powerhouse brick. This will give you the ability to run command engines only. If you want to run conventional as well add a Legacy powermaster for each loop of track you want to run in conventional. This will get you going.

Although I don't have a permanent layout yet. I have a loop of fast track to run some of my trains, especially my VL Big Boy. I am using like previously stated Lionel 990 Command Bad (Legacy), Legacy Powermaster, 180 Watt Powerhouse. The Powermaster is very simple and does not need its own power supply.
I got the Powermaster to run conventional with the Cab-2 remote.

The 993 is the legacy expansion pack. All it is an additional remote for the 990. You need the 990.
The CW-80 should work, but it depends on what you are running on your layout. I personally like powerhouse. I got mine for $75.00.

the 993 base is just a charger and a holder for the cab2.
like others have said the 990 is what you need.
I use a cw80 under my Christmas tree it works ok.
