Okay - my legacy remote's throttle has never worked PERFECTLY, I'll tell you that right now. But it never concerned me too much until tonight when it became COMPLETELY responseless. I turned the wheel and absolutely nothing happened. This continued for a minute or so until it started to change the trains speed, but only decreased it no matter which way I turned the throttle. The issue continued to lesson until it reached the state shown in the video, which concerns me. What's wrong with it?

Is the boost brake rocker stuck or not functioning? Unfortunately your video isn't working for me to see for sure.
Your brake is on half way. Push the brake lever all the way up and try it.
The issue has nothing to do with the train brake. Watch the speed indicator move up and down as I spin the throttle only clockwise.

I see that you are only spinning clockwise. Seems like the encoder has an issue. Needs to go to Lionel for the perpetual warranty on Legacy.
I'd have to concur with CJACK. I still can't see the video but from what you describe there's an issue with the encoder.
In you video, the top row of your remote it is displaying "LIONEL" and not the locomotive you are trying to control. I think that is your issue. You are not in control or not talking to your base.
That's a train I believe. It's like the encoder flips 01,10,01,10 while turning CW only.
Now that I can see the video CJACK is definitely on the mark. If nothing else turning the velocity control like you are should "peg" the target speed line to the right.

Call Lionel for a return authorization. They will repair under warranty, no cost to you, regardless of age of the unit. It may take a few weeks for turn around.

You may of set a maximum speed limit by mistake. If a speed limit is set the icon (bottom right) will be shaded. Hit engine then the speed limit icon the screen should read speed limit off. Good luck attached is a YouTube video “Advanced Legacy Tips” Maximum Speed Limit” is Tip#3
