Yes, I have the very one you speak of... I looked at updating it with sound and someone said on the forum here that there is a drop in upgrade from a GG-1 Lionel released...I believe in the century limited club first release:  LIONEL #18314 CENTURY CLUB PENN GG-1 ELECTRIC. 

I am not sure but maybe you can get the "inards" for this engine and upgrade it:

I have a used one for sale, and would qualify it as not friendly to upgrades. It uses an early LCRU2 for the TMCC. Finding the space and mounting methods for the RailSounds power supply, audio board, motherboard and speaker is a real problem. Plus you'd need a VCO circuit somewhere because there isn't a good place for a hall effect sensor or cherry switch to determine speed.

 

You can get an idea of what you'd be up against by going to the Lionel website and pulling up the service manual pages for the 18313 and the 18316, which is the Century Club GG-1 that uses RailSounds 3. Besides the additional components, even the frames and trucks are different.
