Lionel 3927 Track Cleaning car

Hi guys, I got this Lionel track cleaning car and it didn't run. I pulled it apart cleaned everything, armature, brushes, and greased it. Now it run but is very loud, I am wondering if this is normal? Here is a little video, please tell me what you think!

My tender for my Lionel 682 makes the same kind of noise when I push the button for the whistle.
