Anything's possible, what to the trucks look like on the bottom?  There is a collector truck for old GP-9 dummies, 8130-15. 

You could also doubtless cobble up pickups to the existing trucks, I've done a number of tenders to add pickups where there was no provision for doing it.  I typically use fiberglass panels and cut mounts to whatever size and shape I need to mount the pickup roller.

Here are a couple of examples where I thought to snap a shot, I've done many others in various ways.  The black material in the first shot is really fiberglass.  That's a stack of three 1/16" pieces to allow me recessed screws to insulate the roller properly, and also the proper spacing of the roller.

This one is bolted to the frame using existing mounting screw holes on a 3rd Rail tender.  The spacing worked out with a single fiberglass piece.

Yes, you can add center rail power pickups to the engine trucks. You  will need a 600-2328-173 collector and 600-2328-170 collector insulation.  Also a insulation washer and screw. I think 600-2328-200 is a kit with all the parts needed to add the power wire needed to operate lights and sound.  You may want to add a pickup collector to both engine trucks. The left truck has a collector pickup added to it. I added sound to this engine.100_2237

If you run TMCC you will need a ERR dummy board ($25.00) plus a ERR GP7/9 sound board for sound.   If not you only need the ERR GP7/9 sound broad.
