No, as in Control a Track.  The TR button on Cab1, 1L, and 2 can be used to program TRains, as you have done, or TRacks, where TPC's or ZW-C or -L channels can be activated and controlled for conventional operation of trains (by varying voltage to the track) on track segments, i.e. blocks, to which they're connected.

Recent previous postings in other threads have indicated that this feature does not yet work with the Cab3.  However, there have also been postings that this omission will soon be fixed.

I don’t think this has officially been fixed but I was playing around last week with the latest app update and it did work on my ZW-L

Cab1 to Base3, Help.  I have set up my as Base3 to Cab1 as outlined in another post but cannot get track voltage.

My connection is:, Track out cable to TPC, PD1cable to SER2, Null modem to DB9 Y cable, one DB9 to TMCC command base  other DB9 to TPC DB9 connection. My Base3 is set to channel 1 and as far as I know my Cab1's are set to 1. When I enter track 1 to the Base3 the"L" light flashes but no signal goes to the track. What am I doing wrong.

This is an update on a number of posts over the last months relative to my one problem child locomotive. The one copied above summarizes the issues more or less. The bottom line was that in spite of various efforts and suggestions, this loco would only crawl at a very slow speed. I thought the various updates might solve the slow speed issue but no joy.  Several suggested to buy a CAB 1L and I did.  Remarkable, it operates this locomotive smoothly and flawlessly on the BASE 3.  I can only assume that the issue is in the CAB 3 software and how it relates to this engine.

@Dave Olson asked many pages back, what was inside this locomotive.  I opened it up the other day and pictures follow.  this has to be the least important problem but, in the event, this helps the Lionel development team, FWIW, here they are.
