I have the above which is running very eracticly and sounds very eracticly. Have no idea what the problems are. Not even gona ask anybody to diagnose the problems over the net---but I will ask is it worth getting the engine fixed or buy a new one?  When new the horn sounds quite "ghostly"---I liked it. Thoughts on it?

As it is a TMCC loco, do the "Reset" function as described in the manual. 

"Erratically" doesn't tell us much. If both motor and sound are "cutting out", it may be as simple as a pickup/loose wire issue. If the loco is no longer getting good current, it will also affect the sound "commands" it sends the tender.

Now, to ask the "duh" question: are the wheels/rollers - even track - dirty? Cleaning never hurts and will eliminate one possible cause. 

Buy a new one? Can't know that - got no data - contact a dealer/Lionel repair shop (lots of guys here do that) and take it from there.
