I have a Great Northern operating hopper car, with a truck that is broken out. What I need to know is how to remove the plate that holds the truck so I can install an e-clip or some such. How do you pull this plate out it is really clipped in, and I don't want to break the plastic by the tabs. Please advise me of a procedure. Thanks.

It's a tab; very gently bend the tab so it will slip out of the hole in the car body.
Here's an interior shot of my operating hopper, showing the tabs for the truck baseplates.
The holes are for the postwar mounting screws. Drill the mounting plate and car body 5/64" and tap 2-56 and you can use 2-56 screws to attach the mounting plate to the car.

The hopper is question is a more modern release of the operating hopper. Looks like I have to try and bend the tabs down inside and hope I don't break the plastic.
To avoid confusion, try to include the catalog # when you ask for information and advice about a particular item.
Unfortunately, I no longer have this hopper, but I believe you do not bend the tabs. Look at the rear of the truck there are molded in stops preventing you from sliding the truck to the center of the hopper. You should be able to gently lift the truck over the stops and slide the truck to the center of the car.
your top photo shows the molded in stops. If you pry the truck plate so you can slide over the stops toward the center of the car the front clip should be free and the plate falls into your hand.
OK, I will try that see what happens. Thanks.
I was able to make the repairs. Thanks to all.
