We have a full scale Lionel TMCC T1 model #6-28063.  It will barely move or respond to movement commands in TMCC mode.  It responds to all other commands (whistle, bell, crew talk, direction, etc.) in command mode.  It also moves fine in conventional mode.  We have done a factory reset with this engine as well.  The engine will move fairly well in TMCC mode if someone rests their hand on top of the shell.

All of our other TMCC and Legacy engines operate fine in their TMCC/Legacy modes. 

Any ideas for the problem with this engine?

It's either an issue with the antennas (handrails), or the R2LC receiver is weak.  Check the handrails are NOT grounded to the shell, and the connection to the TMCC motherboard is solid.  If that's all good, I'd try swapping out the R2LC, it's the C08 version which is widely used, so you should be able to filch one from another locomotive for a test.  Be sure to fully reprogram the test R2LC in the T1.
