Can you be more specific about what does not work. It needs to be checked with a meter or a test lamp. Is there center rail power getting to the terminal screw? Same for outside rail power to the common screw. If there is, then use a jumper wire to energize and ground the control rails to see if they function. In the picture it appears there may be a soldering problem for power to the center magnet. To uncouple the auxiliary rails at both end are energized with center rail power. This goes back to the prewar box couplers. For unload the auxiliary rails on one end connect to center rail power and the other end to common rail power.
