Working on one of these and neither rubber tired axle is powered on both trucks. Won't pull more that itself.
Is that correct? Or is it missing a gear here?
Says both Magnatraction AND rubber tires in the product information, shows a gear to lubes in the instructions.

The 6-24555 shows up as an unpowered unit, so none of the axles are powered.
Here's the Lionel 6-24555 Parts Breakdown, no motors in sight.
My guess is someone has modified that one for power, it looks like a gear is indeed missing.
Here's a powered F3 truck. Note a full complement of gears.
I forgot to ask the obvious question. Does the axle that has the traction tires rotate free?
Definitely missing an idler gear. You may have to buy the complete truck.
He'll have to figure out where the truck came from, since the locomotive he's describing is a dummy. Apparently, someone added parts and powered it.

My error John, it is the powered A unit.
Yes, the rubber tire axles spin freely when it's upside down in a cradle.
With just the steel wheels driving it can't even pull the dummy A...

Then you have no choice. Add the gear or replace the truck. Keep us posted.
Yep, the gear is missing, Rod is certainly correct. 
The giant clue is the wheels are not geared together.
