I purchased this locomotive out of an estate. I don’t think it was ever run very at all as everything looked new on the underside and it was wrapped like it just came out of the factory. It runs great in both conventional and TMCC mode. After about 15 minutes of medium speed the railsounds started cutting in and out. What should I check to fix this issue?

I would recommend removing and reseating the boards to clean up the pins. Hopefully that would help.
You could also try turning the volume pot on the tender back and forth.
Sometimes the volume control contacts get dirty/ go bad.
Don’t see a volume control. The volume is adjusted through command control (AUX 1 or 4). I’ll look to see if there’s something not shown in the manual.

Look again, there is a volume control, it's part of the sound motherboard. It is accessible through a hole in the bottom of the tender, it may be unmarked. Sometimes a little contact cleaner will clear things up.
Besides reseating the boards, you may need to obtain a PLCC chip extractor and reseat the two PLCC chips on the sound board, they're a very common problem area.
