Is there maximum of 9 sensor track pieces ID 01-09 or am I mis understanding the owners manual?

Where exactly are you seeing such a limitation?
Every "Sensor Track" device must be assigned a unique two-digit TMCC "Accessory ID" of which there are a maximum of 99. The sensor track manual points out that if you want to use one of the first 9 IDs, it must be entered with a leading 0 (i.e. 01 through 09).
There are 10 choices of "action command" that can be associated with each sensor track device.
