Was this engine purchased new or used?

If it was used, its possible the previous owner turned the sounds way down in DCS; individual sound levels can be custom tailored using DCS.

If you can do an engine reset using DCS commander, that should set everything back to default values.

Otherwise your LHS or a friend with DCS can do the reset for you.

It is a used engine and he may have lowered these volumes.

Would that be a "feature reset" on the DCS Commander. I also have a Z4000 which I could do a factory reset on.

A Factory Reset should also return these values to the default.   Just so you know, the manual is incorrect.  The reset that can be achieved with the Z-4000 is a Feature Reset, not a Factory Reset as the manual indicates.  If you have a DCS Commander (not the DCS Remote Commander), it can perform both Factory and Feature Resets.
