MTH Dash 9 slow speed stutter

Hi, I have a relatively new scale wheel Dash 9. I put the high rail wheels on it for better reliability but now speed steps 3-5 are very jerky. I put the shims in to see if that stopped it but no dice. Any one have any Ideas?

How's the lube on the gears? New, out-of-the box, mine seemed to stutter at low speed until I got some grease worked into the gears. Changing out the wheelsets would require re-greasing everything.
