So I just bought a PS2 blue comet and for some reason when I turn on the power the whistle blows non-stop and if I swap the power leads its the bell that won't stop ringing. HELP!!!

That's most likely the problem.
There is a DC offset on the tracks, as others have said, change the transformer.
Truthfully, it shouldn't have a DC offset all the time, the transformer is probably broken as well.

Not sure how big your layout is .
For a brand new transformer I’d say a MTH Z4000 would future proof any expansion plans. Or if your looking for a equivalent of the CW-80 size, maybe a MTH Z1000. Both will play nice with PS2 equipped locos.
