If I had to bet, I'd say airbrush for the loco shells and maybe dry brushing on that hopper.

But that's just a guess.

P51 is correct. Airbrushing on the locos first, then Aim weathering powders for the rust spots and so forth. The hopper car is done with oil paints and powders, and the graffiti is paint pens and brush painting. 

A few more for everyone. 

Jackson, Those look great! I just tried to weather a tank with oil paints today. Nowhere near as good as yours!

Last weekend me and OGR forum member BAR GP7 #63 we organized a weathering workshop in his home by transforming his living room into a messy paintshop. No airbrush used, just diluted oil pastels and pigment powders, without graffiti this time.

BAR GP7 #63 prefers moderate weathering, but myself I like more extreme weathering. Here are our results in O, S and H0 for comparison. Enjoy...
