I just purchase two new Camelbacks and am running them in conventional mode. I have tried to run them with Blue Tooth using both Android and Iphones. Neither phone finds either of the Camelbacks. I emailed Lionel who told me I had a low quality Android and that was why I could not get a connection. I have not yet contacted them since trying to Iphone.

Any advice?

Low quality?  That's a total crock!  The only "low quality" here is the application.

Sadly, it doesn't work on many older Android phones, even if they're not "low quality".  I have a Samsung Galaxy Note 4 that works fine with the MTH WiFi application, but won't work with the current version of the Lionel application.  I attribute this to the Lionel Apple-centric mindset where Android devices are a second thought, if that.  The Android LC+ application does work on my Samsung Galaxy S21, but I really need it to work on my older phone as that's the one I want to use as an extra remote.  Both phones are updated to the 2.6.30 current version of the LC+ application.

Give the lack of operation on older phones the malarkey that you can use an old $50 phone as an extra remote is just that, malarkey!
