Note that the signals I looked at had the green at the top & red at bottom. I emailed them about this and here is their reply:

"Hello Allen, yes, I may make them red on top if you allow me approx. 3 days
after your payments, they will be the same price, you may buy them from
this listing and inform me that you need them red on top via Paypal's note
when pay. By them way, do you know the signals in UK and Australia? are
they red on top too? thank you for the value informations, sincerely, Lu"

British colour light signals normally have red at the bottom. The reasoning for this is that the lowest light is least likely to be obscured by snow building up on the signal head, and as red is the most important it is placed in the position of maximum protection from the elements.
