I am planning on using the LCS WiFi module in a No-Base configuration with an STM2 to monitor the switch position. I have LC and LC+ locomotives and never plan to add any Legacy locomotives. However, I do have two VL freightsound cars w/electro-couplers that I would like to operate with the iCab app. I don't need a base for this do I?

Yes, you need a command base if you want to trigger the couplers.

Unfortunately yes you do, but only if you want the full set of sounds out of those cars. They will produce a limited subset when used in conventional mode (i.e. no base) though.
Without the base you can activate these using a transformer with whistle and bell buttons to power your layout. Your LC and LC+ items, if on the track, will simply ignore these buttons, while the VL cars will respond to them. See your instruction manual for the cars in order to determine exactly which features will work in conventional mode, and which buttons to push, whistle and/or bell, to make them respond.
If I'm not mistaken the electro-couplers on the VL cars will require the base to operate. No way around it.

At least I don't have to worry about returning the 990. Bad news is the temptation to get a Legacy diesel will remain.
