I noticed from time to time RR will change the numbering sequences to squeeze in more engines or move them to a new series etc. Do the RR have to report to FRA or whoever these number(s) changes, or does it not matter to the feds that Podunk engine 1234 is now 7890? Same thing when RR buys an engine(s) from someone else and renumber it to fit a series?

I could be wrong, but doesn't a unit number change have to be documented in UMLER, or whatever it is called now, and doesn't it have to be referenced on the blue card in the cab?
Maybe more to this than I thought. Was thinking changing number boards might be like transferring license plates to new car.
The answer is yes. The FRA does not keep rosters as such, but it does require railroads to certify and report required periodic inspection and maintenance on each locomotive and to post the record of same in the control compartment of each locomotive. (This is the "blue card" seen in a holder on an interior wall.) The former road number (and - if applicable - the former railroad) of a renumbered or purchased/leased/internally transferred locomotive must be provided in the space provided on the Federal forms for a period of time, after which it is no longer required.
