I have seen occupancy detectors for 2-rail DC voltage HO track signaling but seeking information on source for AC occupancy detectors or electrical schematics to build this occupancy detector to power a 3 light led signal driver,for realistic operation the occupancy detectors should have a time delay before powering down.
Light sensitive or infrared detector circuit preferred with time delay feature, seeking to keep control volt constant and separate from the ac variable track voltage.

There are a number of IR detectors that will work for you. Strongly recommend that you power these from a separate constant voltage AC or DC power supply.
Use an insulated rail and this simple relay circuit. You can use a low current relay and a larger value for C1 to add to the delay before dropping out. Also, since you can have the insulated rail run as far as you like, you can control the time the signal stays acrive.
