I have a Lionel 0-8-0, 6-38046 locomotive runs at a slow speed. I shut (OFF) the Odyssey switch. It still runs a slow speed no matter how many revolutions I turn on Cab-1L remote. With the Odyssey switch in the (ON) position it runs even slower.

Did you possibly set the speed limit? On the Cab1 and TMCC engine the procedure is as follows. I assume it's still the same on CAB1L.
Press SET, headlight will flash. Get your locomotive moving to the
maximum speed you want it to run, press BOOST. Use this to keep
your locomotive from accidentally being derailed. To clear the setting,
press SET, then BOOST without moving the throttle.

Thank you. If you knew how many times I read that part of the manual, literally 25 to 50 times. I just didn't comprehend the manual uses of High and Low voltage Settings.
Lionel should have titled it, Speed Settings not Tuning your locomotive's performance. Sometimes it worth looking at a competitor system. Such as MTH DCS.
Problem solved for my 2 locomotives.
Try disconnecting the wire to the outside rail so the engine runs strictly
conventional. Then try running it with the oddyssey on then off. I noticed my
engine will run faster with it off. ( and it should )
This will also eliminate and CAB-1L functions that may be goofing you up.
