I believe that's a throwback to connect the old Lionel BRS (Big Red Switch), the giant button that repeats the last command. That's what the same one is for on the CAB1.
I've never used the BRS, but I believe that's what it's there for.
That's what we used to call the on/off switch on the IBM PC's. It was how you got going again after a complete lockup and crtl-alt-del get you out of it, use the BRS
