Hello folks, I have a 736 Berkshire with a 2046W tender. If I blow the whistle, the whistle will not stop blowing unless I tap on the top of the tender.

The metal plate on the bottom of the relay "sticks" to the bottom of the solenoid. I've tried passing paper towels through there soaked in alcohol but no dirt came out.

It appears the plate has been somewhat magnetized. Is there a solution short of replacement for this?

There are few ways to demagnetize metal. A strong AC field will do it. There are degaussing coils made to do it. Check with Micro Mark or similar tool dealers or google "tool demagnetizer".  I have used a Weller soldering gun which works sometimes. Other ways include heat but it would best to remove the contact plate to do this. Lastly is sudden impact. Not really recommended here.
