I have several tinplate PS1 engines that I tried running on DCS using variable output. They run quite fast on the minimum 5 volt setting. I am using a Lionel 180 watt brick for power. Is there any way to lower the speed and/ or the voltage?

I personally haven't tried it but software version 4.3 was suppose to fix that and the voltage start was 1 volt. Upgrade??
Do you have the engines with can motors or old AC motor design?
Using the variable circuits on a TIU, causes AC wave form distortions, which get worse as the difference between input and output voltages increases. This causes the loco to run faster than you would expect at the voltage stated on the readout. Only cure is to reduce input voltage, which you can't do with a brick.
I have my DCS setup to start at 2 volts on the variable channels, that solves the jackrabbit start issue.

DCS 4.30 added the ability to operate TIU Tracks and ALL TIU Tracks as low as 1 volt.

Yes, and 4.30 has been available for free for some time. If you need that feature, there's no impediment to upgrading to 4.30 and getting it.
In fact, GRJ, it has always been free. "Some time" is a relative term: judging from posts, many DCS operators still don't have it. Meanwhile, I have been enjoying the benefits and bug-free operation of 4.40.

Yep, but that Flux Capacitor is only good one day a year. Even then it's not always that effective.
